Spatial Planning
The Central Empowered Committee (CEC), in its meeting held on 23.06.2020, has given in-principal approval for Gram Panchayat Spatial Development Planning on pilot basis for 2 Gram Panchayats (GPs) per Institute, in collaboration with reputed architecture/engineering institutes in a few States across the country, by way of selecting 32 GPs through a consultation process with the respective institute and the Panchayati Raj Department of the State Government. It was also approved in-principle that these institutes will be paid @ Rs. 2.50 lakh per GP from the Scheme of RGSA for conducting study for Spatial Planning in each of the selected GPs and Secretary, Ministry of Panchayati Raj (MoPR)is authorized to review and approve the detailed proposal of the Spatial Planning.
Accordingly, MoPR has taken up the initiative for Gram Panchayat Spatial Development Planning on pilot basis for 2 Gram Panchayats (GPs) per Institute, in collaboration with 16 architecture/engineering institutes of National repute, including IITs and NITs, spread across 13 States i.e. Andhra Pradesh, Assam, Chhattisgarh, Gujarat, Haryana, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Tamil Nadu, Uttar Pradesh, Uttarakhand and West Bengal.1st meeting on Spatial Planning was held on 1st July, 2020 under chairmanship of Secretary, MoPR, with active participation of representatives of above said institutes and State Governments through video conferencing. A total of 32 GPs have been selected for this pilot study through a consultation process with the respective Institute and the Panchayati Raj Department of the State Government. The selected GPs will act as a beacon Panchayats for the rest of GPs located in the peri-urban and on the State and National Highways to adopt systematic planning. MoPR and the respective State Govts are the main stakeholders as policy adviser and provide platform for the academic institutions.
The National Informatics Centre (NIC) and National Remote Sensing Centre (NRSC) are the technology partners of the Ministry in this endeavour. Their intensive involvement has been ensured. Copy of Concept Note on Spatial Planning is attached as Annex.
Meetings through Video Conference (VC) under the chairmanship of Secretary, Ministry of Panchayati Raj (MoPR) were held to review the progress on Spatial Planning study in Rural Areas was held with all the 16 collaborating Institutions.
